[1]                After a careful reading of the transcript of the proceeding before the Tribunal, I was satisfied not to proceed with submissions, having convinced myself that the manner in which the hearing was conducted was obviously confusing not only to the applicant but to this reader as well. I advised counsel of my finding. There were no objections to my disposition of this matter forthwith.


JUDGMENT

The application for judicial review is allowed. The matter is hereby returned for a rehearing before a differently constituted panel.
