[1] In the present case, I find the CRDD made a palpable error of fact in misinterpreting the content of the Applicants' PIF. As this error is central to the negative credibility finding made, I find the decision was made in reviewable error.

Accordingly, the CRDD's decision is set aside and the matter is referred back to a different panel for redetermination.
